The dog was not denied food. No one fed it, as in real life. If it dies of starvation in the street or in a gallery doesn't matter.
The piece was inspired by a homeless man who was eaten by starving dogs. "You are what you read" - ie. dogfood. I also interpret it in the sense that you're reading about the horrid art and crying like bitches, but you're also the bystander who didn't feed the dog.
