One thing worth noting is that you have to have ship capacity available in order to use the Auxiliary Fleet action from Thorne. The good thing is even if you only have 1 capacity left (like 29/30), you can still used the highest rank of Auxiliary Fleet to get the most ships. It's a good way to maximize your number of military ships but the only disadvantage is that you won't be able to replace any trading ships that get destroyed while you're over the cap.
