The lack of characterization in the majority of the bosses in NMH2 is entirely a stylistic choice by Suda51.

Well, for the time you know them some of them have a surprising amount of character though. If anything, it is maybe because the focus is much more on Travis and his journey than the individual assassins.

"The Virgin Child Makes Her Wish Without Feeling Anything at All" is the name of the song. It is a song made for the game, so you'd need to find the soundtrack to get it.
