It's pointless, 1 example is say your in Megaton and you fall off a ledge and your health goes before 20, you blow up and kill the people around turning everyone hostile and it does fuck all against tougher enemies at higher difficulty.

I noticed Phil didn't do sneak at all. But neither did i on my first playthrough the second time though i leveled up my sneak and i was surprised how much it helped me.
