I actually beat the game and got everything possible in the shop (songs, characters, clothing, styles, guitars, etc.), it takes a while tho, bc the characters are like, $15,000 and some of the guitars (joe perry ones) are pricey anyway. But I managed, and ended up buying everything, and for the characters, there are 4... which are Joe Perry, Brad Whitford, Tom Hamilton, and DMC.

No. Guitar hero 2 was also on the Xbox 360, and was made by harmonix and activision.

No. Guitar Hero 1 and 2 (which are only for PS2) was made my Harmonix. Activision bought the name and made Guitar Hero 3 while Harmonix moved on to creating Rockband.
