Making a right on red without stopping is dangerous because you necessarily have to watch left to make sure that you are not going to be hit by oncoming traffic, thus making it difficult if not impossible to check the crosswalk to your right to make sure that no pedestrian is about to step off of the curb.

It is right on red after you stop. Not just slow down. WOW!!!! $400 ???? Are you serious? That sounds terribly high. How in the world can it be that high? Somebody is making some money if that is the case. The cameras only cost about $50 thousand. You'd have that paid for in no time.
