The context was, McCain said the pundits have counted him out 3 times, but the campaign bounced back and "we fooled 'em"
It's paraphrased, but that was generally the context: You think I'm done, but I'm not over yet.

McCain said it during a campaign appearance October 10, 2008. "How many times have the pundits counted out this campaign. We fooled them before and we're gonna fool them again etc."
