I was their,there wasn't anyone in any of the cranes.Someone forgot to set the brake on the 1 rolling an it during a Hurricane,it rolled an hit the others.

I work in a ship yard and some years ago some thing similar hapened.
A strong wind moved an smal 50t crane luckly it whent in direction of the water also colapsed only in water the only damage was on the crane it self.
Now we have an security feature on all cranes they have their brake but there is a big peace of UPN locking it near the rail blocking it in the ground this way if the brake fails it shouldnt move.
this stops every thing we have including 3 100t cranes

There was no one in any of the cranes, cert or not. It was a bad wind storm and the brakes on the moving crane failed. Yes, wind alone moved it.

Pay attention to how much time passes; and the videos in slow motion. a few blinks of an eye and you have a pile of debris. Yes.. Certs should be a must. I work in Texas and it is not requried; but not for long.
