Kathy Cooper's daughter Megan died on June 9, 1999. She was in a car that crashed and not wearing a seatbelt. Megan might have survived the crash had she been wearing a seatbelt. Minnesota's primary seatbelt law took effect on the ten year anniversary of Megan's death. Megan's mon Kathy was instrumental in passing the law. This is Kathy's June 9, 2009 uneditied remarks at a news conference held at the state capitol the day the law took effect.

I too am sorry for Megan and I realize that everyone wants something good to come out of a tragedy. But don't force this on me. Thanks for my inability to pay that $100 dollar ticket when I worked overtime all night to buy Xmas present and support myself on my $10 an hour job. If we must have this law, Can't the fine be lowerd to $25? The fine makes me think the Police are just finding a way to make more money. What next? Wear white clothing at night because some kid in black was hit by a car?
