Let's just all speak sign language. Sure people without hands won't be able to participate, but we can let them speak, otherwise, everyone shuts up!

it is there to help them learn the language. In my opinion one class would be enough, instead of putting them in multiple classes like ESOL. This way, they'll have more time interacting with native English speakers.

Hmmm...I've never heard of this program before. Although, I don't live in Virginia. When I was Junior High and High School we had ESL (English as Second Language) class. Its a class catered to students who's English is not their primary language.
I do somewhat agree that this type of program has made a little bit of a segregation effect because people who are in the program get's viewed differently or at least they themselves feel like they get viewed differently. But I also understand that
