In the story Celebi is always shiny. Otherwise in any other Pokemon game a pink Celebi is insanely rare.

This is one of my favorite parts of the game. You get your partner, the almighty and epic grovyle, and a shiny celebi. I always try to get me to be a totodile and a fire type partner so that when this part comes, we have pretty much all weaknesses covered!

@SwordmasterRalis actually, i defeated him as a level 50 with a lot of reviver seeds. (i remember beating rayquaza as a level 39 way back when i had blue rescue)
