First stand on your toes at the edge of a step. Raise your body on to your tip toes after which lower yourself slowly. Keep lowering down until your feet falls below the level of the step. Use railings to support you if needed. Remember to do this at a slower pace to achieve desirable results.
To increase challenge, do one leg at a time.

if you can do 20-40 reps it won't build muscle,do what he did then do them 1 foot at a time and see if you struglle once you find them easy you will just be keeping them toned from there go to a gym to get them evan bigger than your bodyweight will allow
