It's because there has to be some form of incentive to persuade them to do it, as is the case with many schemes nowadays, such as EMA offering students cash rewards for having the audacity to come into college more than two days in a row. It should be about learning the skill - nothing else matters.

They look a bit miserable in the video, but our group really likes this challenge and we have had a few laughs.

I am doing this Challenge as part of an English Skills course. I am also a bookcrosser so it is quite easy to go beyod the 6 books. Unfortunately I have lost my book diary so I am right now, turning over the house!

Surely this is a joke. Britain has truly become a nanny state if we have to force people to read.

I'm not sure how you get from the video that the state is forcing people to read. The scheme is about encouraging less confident readers to read more - working with places like prisons, colleges and public libraries to do so. I don't see why encouraging people who struggle with reading to read more, and therefore gain in confidence is 'a joke'.
