The process of Implementing policies and programs is hindered when an accurate depiction of what characterizes the most pressing needs is not available. Community Based Poverty Monitoring Systems (CBMS) presents a solution to this by generating data at the local level, to better inform policy makers in their decision making. Community members at the lowest level of governance, the barangay, collect and collate data and use it to best prioritize the funds they are allocated from the state to undertake development activities. This piece illustrates this process.

  • Corruption in the government, rebellion by various factions, these are main factors that deter foreign investors.

  • Foreign investors will help a lot in solving poverty and joblessness in the country ! but where are they ? they seems to be shying away from Philippines and favoring ather nation like : China, Vietnam, Taiwan, Indonesia, Malaysia etc. What do those countries can offer ,that Philippines can't? Philippine gov't should strive hard to lure foreign investors to stay, by means of Tax insentives and given land ownership !

  • good job guys!

  • I so agree with you

--- post 2.

And this is what you said, not I.

  • """Dumbsite""" cannot be converted to a residential area because it's ground is soft & fear of methane gas escaping through atmosphere. The most viable ay tabunan ng lupa at latagan ng bermuda grass to be like a park or golfcourse....post 1.

  • Other thread: "Smokey Mountain in peripheral side of Manila, Philippines" type it and search.

  • correction: I say, it is a very creative idea, golf course.
