what I think is that one or both of them were contract killers for the CIA and when they realized that their police files were tagged as 'hands off', ie: they were protected from any intervention from police by the CIA, they just went nuts and started doing whatever the hell they wanted. The Bush CIA family didn't give a shit, they'd created the monster and liked watching the show.That's why they saved one of them from death row.
