definatly not a male black widow the colors are wrong and its way to big. female black widows don't even get quite that big and the males are only about 1/4 the size of the female..

Yes it is. It looks pretty big too, or maybe its just got long legs. They are non-venomous, and from what ive experienced in my hobby of spider keeping, they dont eat either.

It is a male black widow. I recently caught one and have been doing research. The stripe on its back and the enlarged mandibles give it away. It is venemous but its jaws cannot break human skin. So you have nothing to worry about with this little fellow. If you don't believe me, Google image search male black widows and you can see detailed images of them. Also, this is not a "brown widow". That is a completely different species.
