@Leotus I'd agree but itachi never turns his off either. Rinnegan is very difficult to acheive as a uchiha and usage of the sharigan deteriorates the eyes so I'd have backups as well. Plus tobi doesn't really fight he just taunts and teleports...

You keep referring to tobi as once good, but then something bad happened to him to make him turn. He then talks about true suffering. Sound familiar? SASUKE!! once good and pure hearted, but after the fall of the uchiha clan and his parents he turns and does everything in his power to kill Itachi.

I think Tobi might not be a real Uchiha
1ST - his Sharingan is never "turned off" just like Kakashi's Sharingan
2ND - Why would he need to steal a Rinnegan? If he was a real Uchiha & knew Madara, then wouldnt he know about the tablet that tells the Uchiha how to unlock the Rinnegan?
3RD - did you see his WALL when they operated on Saskue? why would he need that many Sharingan? maybe to replace his eyes?
