    No, as CsO is caesium oxide as opposed to caesium hydroxide.

    Which plasma? A plasma is just a superheated gas, so there are a huge variety of them possible. Also the reaction would both be very difficult to control because of the physical properties of plasmas themselves.

    No, it is not reversible . . .although you could evaporate off all the water, get your CsOH and try a reduction under an inert gas with an inert solvent under a tertiary alcohol catalyst.
