Once upon a time police officers were educated in the subject of law. Once upon a time police officers had to learn, for example, "A police officer may question any person from whom he thinks useful information may be obtained. However the police officer must understand that no person is under any obligation to answer any such question. So, refuse to give details, if arrested the officer must give the offence arrested for.
