Beginning with the Harrison Narcotics Act that, my view on crime is that its roots are derived from controlling the delinquents of society. Laws that restrict drinking and drug use originally we'rent developed simply to benefit peoples' health, but rather to control their menacing actions to society. Unfortunately, media and our society as a whole focus on crime that involves these delinquents and not the real victims of crime. What we need to focus on is the abuse brought on by others; specifically sexual and child abuse, not self-abuse done by addicts.
