eBay sometime shows notices before showing the bid confirmation page, adding an extra step to the bidding process and preventing your snipe from executing.
Seller sometimes put restrictions on the items that they list, that can cause problems for you when sniping or bidding manually.
Not having a PayPal account associated with your eBay account that you use to bid is the most common reason that your bid is blocked by eBay, the most common requirement that sellers set for items that they list.

Yeah, sniping isn't magic, you still have to have the highest bid to win. However, it does help to keep the final prices down, and I've gotten some good deals sniping. Which, I may have gotten the same price without sniping, but there's a good chance that I wouldn't have.
When a seller lists many of the same item one right after the other, and they're in auction format, you have a good chance at getting a good or great deal.

is it impossible to win against a sniping program if im bidding normal?!?!! i have to win this certain item that ends in 23 hours!!

No, it is not impossible, you just have to have the highest bid to win, regardless of when you place it.
