@rpeek I've rebuilt several SBC and BBC and I've found on new uncharged lifters that once you've tighten them down and the rocker arm doesn't wiggle around, give it one more 1/4 turn and it is set. On lifters that are charged, tighten them down to where the rocker doesn't wiggle, start the engine and tighen them slowly until they stop clattering. I've done this many times and never had any adverse effects.

So..., what is the tool actually doing?
Is it just keeping oil from coming out?

@TRcustomengineering Yes. Oil squirts out of the push rods, and without a cover, it'll squirt right over the fenders. You can buy clips to force the oil back down into the head, but without a valve cover it still drips off the side, onto the exhaust manifolds, which make a smoky, smelly, oily mess out of everything. The little half covers allows me to adjust the valves without having oil get all over everything.

hi rpeek have question for u i adjusted the valves on chevy 350 older engine two piece rear main seal.the valves seem loose on base circle.did 1/2 turn from zero lash.and also tride 3/4 turns the engine lopes at idle stock cam.engine back fires thru exhaust.any help thanks.engine is rebuilt.

Until you said engine is rebuilt, I was thinking worn timing chain.. I checked my old Motors repair manual, for most of the old Chevys they recommend one turn, done in quarter turn segments, waiting 10 seconds between to give the hydraulic lifter time to adjust.. If you can send me the exact year I can look it up. R.
