xsi 2010 in win7 x64 duplicate script doesnt working

I still can't get the Ctl Shift D to duplicate all objects. No matter what settings I change all duplicates will still be created right on top of the original. I think i have a bug.
Anyways the clone object was great for making roof tiles, I just set up a simple grid over the roof of a house using cloned rectangles and modeled one tile to finish 90% of the roof.
I also saw a demo showing a head cloned and the clone being viewed at a higher subdivision level then the master object.
