Already forecasted to be hitting Alaska NOW.. and west coast tomorrow (April 9/10, 2011)..
Full mid levels of Cesium , Xenon, and Iodine.. particulate matter, in the cloud vapor from surface level to 5000m (15,000 feet) ..
These levels are now a full level higher than all the previous forecasts.
It is up to you to decide how you want to approach this data.
Personally, I believe it to be IN THE PRECIPITATION for sure.. which means you do not want to get the rain or snow on you, and do not want to injest the fluid.. (i.e. drink the water) until levels deminish.

By the way:
Let me tell you the answers:
1. There is no risk.
2. Take no precautions, other than to stay 500 miles aways from ground zero.

@baconcc ... ok, i don't know who you think you are.. but this is not your video.. and today.. news is level 7 or higher from 2 reactors!
in perspective .. chernobyl.. which killed over 100,000 people... was ONE reactor..
so if ONE reactor is level 7.. then TWO reactors is = to level 14 .
therefore we are all going to feel some kind of effect AND SEE IT occur.
if you think, "no big deal".. go to california and wait on the beach for the next rain storm
you be the guinea pig

USA
The US is seeing worst case 20 Bq/M2. That is 20/36,000 = .0055% of what Tokyo is receiving = .111uSv, but that is in the atmosphere.
The typical person receives 6,200 microSieverts exposure in a year (about .71 microSieverts /hr).
So the radition from Fukishima is raising the average person's radiation exposure (In the US) from .71 microSieverts /hr up to .82 microSieverts /hr.
