@Diginfonews Thank you. The BSL sign for Transport is very same as here in the UK, but other signs are a bit different, but when you "understand" the story, you do make sense of the signing a little bit.

While I am from UK and use BSL, I think the animated man is talking about the gov and transports?

The subtitle first shown at 0:17 is related to public transport and says:
全線の運転再開は、1時20分頃の見込みです
All lines will resume operation at approximately 1:20
and the second subtitle first shown at 1:12 says:
午前6時46分ごろ島根県で震度3の地震がありました
At approximately 6:46am there was a magnitude 3 earthquake in Shimano Prefecture.
Is there much of a crossover between JSL and BSL?
