This is from Bergen-fest 2005 in Bergen. They say this several times in the video. So how could it be in Germany.
The guy who comments in the introduction speaks Stavanger-dialect by the way. While the very first one (he with the old guy) speaks Bergen-dialect. Those are quite different as you may notice

Its Norwegian. But it can remind more of Swedish, because its from the west-coast of Norway. And there
they speak more similar to Swedish then the more usual Norwegian (like in Oslo). Hope this clear things up.
