To be fair, the "official" given dates for most films are the release date, not the copyright date. For a lot of older cartoons, there could sometimes be a one year difference between the two, or sometimes even a two year difference if the backlog at a given moment was large enough or if a release was delayed for some other reason. So while this was indeed copyrighted (and probably completed) in 1949, it was released on January 20, 1950 (according to a book I have).
