Tony Blair? I am not sure about that! Shouldn't be a person from one of the biggest countries, because this could easily bias their decisions and counteract building consensus.
And especially UK is often biased by US influence, not the best preconditions for an own independent european voice.

Europe needs an identifiable face,unfortunately Tony Blair should be that face.He can build consensus and hopefully establish presidential function.
