I've heard others put forward that perspective. The thing is that it is a surface perspective. It's framework picks out 'foreign' infividuals by name (Stalin, Saddam, Hitler,....) and compares to a non individual called America. Why not compare them to a named individual American leader who ruled during, say, the barbaric slavery episode or genocide of Native Americans? From who's perspective or from what criteria will you judge whether this was a "crueler Regime" than under Stalin or Saddam?
