Depends what your going by. In the manga, Trunks was a Super Saiyan before Gohan died, but he was probably weaker than Goku was when he fought Freeza on Namek: no match for the Androids.
In the History of Trunks special, they changed the order of the plot so Trunks gained Super Saiyan power after Gohan died, probably to make it more dramatic.
Most fans don't even know about the original manga chapter. It's called "Trunks: The Story".
I prefer the TV special version btw.
