    It's kind of situational - based on what lane you gonna gank and actually blue buff gives not only flat mana regeneration, but also 0.5% of maximum mana (or energy) per second and has 20% cooldown reduction on their abilities, which is good for Zed, because he's AD caster. He deals a lot of damage with his E which has low cooldown!

    Blue doesn't only gives increased Mana regen, but also increased Energy regen stupid.
