The video was taken just after we had moved into our new place. Sorry for the quality, we shot it with the only thing unpacked a canon SD500.

Definitely river otters. Sea otter tails are short and fairly flat.

Very cute video. Nice music to go along with it. Sorry to say though, that shape and behavior of those otters look like river otters rather than sea otters. Granted, there is a sea otter population in the northernmost tip of Washington (your tag says Seattle). It's just that sea otters have shorter tails, have a wider girth, and are more clumsy on land than the ones in your video. Very fun to watch!
