in this type of banjo the drum head/tone ring is likely similar to a small tambourine, and is sitting snugly in the hole and held in by friction and string tension.(see..."My Fretless Appalachian Banjo: Sugar Babe" on you tube for a fairly good visual and description)
I have a slightly different "woody" where the the hole in the top acts as a tension ring and the tone ring(think thick pvc pipe) is pushed tight up to the head from behind using T nuts and allen screws

How is that skin on the banjo? I was thinking of using a metal ring and stretching the skin around it and sewing it on and fitting that into the rim. What is the method used on this one?

It is goat skin but I didn't make the banjo. Everything is encased in wood and I can't see how the skin is stretched or what holds it.

I know of a person that makes this style of banjo. His name is John Huron (Bristol, TN) and you can find him on the internet under Noteworthy Instruments. Maybe you could ask him.
