I think this actually means that God has insecurities and is not the supreme being. God created everything to impress those really in charge. There are all these "rulers and authorities in the heavenly places " (NASV) and God came up with this plan to impress them. So we are no more than a pawn in God's game. This verse says to me that God is not the supreme being but more of a minor deity.
