Right now, the only way to earn yourself a Perfect Bonus in Sonic The Hedgehog 3 is to always collect all the rings in every 3D Special Stage. This not only includes free-floating rings in the 3D Special Stage, but also rings that are generated once a rectangular perimeter of blue spheres is cleared. You're awarded 50,000 points at the end of the 3D Special Stage for collecting all the rings, regardless of if you've earned the Chaos Emerald at the end of the 3D Special Stage.
