Not entirely sure what this is, but apparently it made the cover of a TV magazine: http://www.flickr.com/photos/terrible2z/760661260/ and Anne Murray mentions the special in her autobiography "All of Me" (so says a Google Books search). It was also aired on the Disney Channel in the US a few times starting March 24, 1991 according to Google's newspaper archives.
Anne Murray hosting with Andrea Martin, and four stunt guys in rubber suits portraying Teenage Mutant Ninja Turtles. Features a female-voiced cover version of the cartoon theme song!
