No, there was no speed limit at that time. Also in Formula-1 there was no speed limit until Imola 1994, where Senna and Ratzenberger died. Following that tragedy accidents the FIA introduced a general speed limit for the pit lane in all motorsport competitions.

Was there no speed limit in pit lane at that time? The Toyota at 04:54 seems to going very fast. And in another onboard shot, a Toyota exits the pits and you could hear the car accelerating up to third gear in the pit lane.
