Yes, you are missing something! What you see is a hurricane missile impact test. They are shooting a 2 x 4 at 85 mph from a canon into the wall. If they did that to a cbs wall it would go thru at 34 mph. These safe rooms are used as shelters in areas where hurricane are frequent and homeowners fear that their house won't be able to withstand the winds. After the test, the shelters were rated as safe in Category Five hurricanes.

CBS stands for Concrete Block System. Basically is is what you see when they build a house or building out of blocks. Yes these rooms can stand up to winds of 250 MPH...
