You need something light, very flexible and waterproof.
The material that they use to make sails for boats is a good choice.

To avoid sinking, when the airflow stops, i put pieces of styrofoam between the two decks. The best way to prevent low power problems is to use speed controls (ESC) with low battery sensor, but i didn't have one...

Nice job. How do you keep it from spinning around from the torque?
And what tipe of fan are you using and what type of plastic?

Thank you! I took the motors out off broken toys, mine 3 years old sons have a lot off them. The funs diameter is 20cm. I m sorry but I dont have any other specifications about the motors or the funs The material for the hovercraft is balsa wood. I didnt use any plastic! As for the first part of your question Ive already answer it. Look the other comments.
