@xx8visionSxx The war in Vietnam ended when funding was pulled by congress. Also, there were 12 military actions, some big some small, the US undertook after ratification of the constitution and before our first declared war (The war of 1812).
This area is more murky than many people want to believe. These rigid rules for how to declare war do not exist. We could fight for them to be implemented via article 5, but that is what it would take.

You are correct that people can debate the wisdom of going into Iraq, but there were two use of force resolutions passed by congress and funding throughout the war.
My point is the constitution does not say how congress has to declare war. It says they have the power to do so and then they have the power to fund it or not.
@macpipkin Yes, I believe this was for the authorization to go after the terrorists who committed 9/11, mainly Osama Bin Laden. This is the main reason we went into Afghanistan however Iraq had nothing to do with this bill because they had nothing to do with any attacks. So many of our wars were not declared and this bill is no proof that they declared those other than Afghanistan.
