I spent quite a few hours on this weather system for more realistic/atmospheric storms for L4D maps (or other games)
Pros-
Real casting shadows, (looks amazing on a full map)
added atmosphere
No In game lag (see cons for somthing simular)
Random Lightning positions possible
Would work VERY nicely on an all or mostly indoor map with the shadows and light casting through the windows
Cons-
No in game lag but Compile times in hammer could be effected by around 7%
Not very tedious but to get working perfectly you would need to test your maps, but with large maps, going back and forth after compiling would take ages if you cant get it on your first or second try
Plans
Add a Fog Controller to simulate traveling light source and also to give the effect of direction of the light
Add lighting Sprite to 3D skybox
Add 2D clouds in a 3D sky box with a render mode so when lightning strikes the clouds in the sky light up slightly to give a better effect
Random Lightning Strikes (may or may not be done IDK yet
great job, I cant get the lighting and the weather under control myself

as an alternative to actual light you could use colour correction. thats what valve did on no mercy. it is easy to render in game and doesnt need much compile time.

I like it! Must have taken some work. Bad weather is psychologically demoralizing, especially in the apocalypse.

depending on how much fiddling it take you might be able to set it up on a small map and then make the map bigger.
