Internet Filter or Government Intranet

The GATEWAY system or what esentially would be a Government controlled and monitored Intranet (as in China) would be hard to enforce. I mean if you just want to share files with specific people, you need only make connection to their computer directly.
Unless penalties could be applied to anyone linking computers further than a defined distance - other than via a government approved server that is.

And blacklisting Web-sites without full disclosure of the list itself, leaves the process open for political manipulation and censorship based on something other that the greater social moral good.
