This is an example of a bad judgment on referee's part.
In a case like this, Gyoji(referee) steps in and hold both wrestlers then tighten up the mawashi, as you see once in a while in the grand sumo tournaments. It seems like he kept ignoring as if he saw nothing wrong.
His license should be removed.
