Cao...[refutes] the claim that it somehow inhibits the freedom of ministers to speak freely against homosexuality. What this bill does not do is restrict free speech. Freedom of speech and freedom of association guaranteed by the First Amendment are respected by the language of this bill. Despite concerns to the contrary, this bill will not subject anyone to prosecution of what they think, say, or preach, Cao said.
Reacting to the increase in bias-motivated crimes in an earlier statement, Cao said: Louisianans have an African-American President, an Indian-American Governor, and a Vietnamese-American Representative to Congress. This is remarkable and shows how far this country has come. But racism and bias are still present and need to be confronted. Attacking a person because of their appearance, religion, social beliefs, or sexuality, cuts at the core of human dignity. We must say no more to these types of hate based crimes, and this bill is a step in the right direction.
