Most Russian arms exporters who export high-tech weaponry like advanced military air-planes with state of the art AESA radars, advanced air-defense missiles... are all owned by the government. I want to remind you that Russia is no.2 in the world in arms export with huge potential in growth.

In USA military complex is private but the same people owning the industry also own the US government so at the end in both cases governments effectively run the business.
