i only did the career races. that race you refer to must be an arcade race.

that didnt answer my question, im talking about the race where you have to across town while there's police all over the place

when you complete the career mode all cars are unlocked.

completing career mode means winning all 18 cruise races (so opponents disappear from the onscreen map); winning all 18 cellphone races; winning 2 city champ races; winning 1 world champ race.
