If he didn't the cartoon would be around 30 seconds. Common trick in early cartoons....

Also, it has a lot to do with the crowd that he's making this animation for.
People were not used to cartoons and such back then....If it were like today' animations with the fluid movements....then the audience would not have been able to keep up with it.
In some ways, cartooning & animations alike take on a life of its own.

It's hand-drawn animation, it's half intentional and half accidental...
The artist sees the envisionment bust the product in reality is impossible to 100% reflect what' going on in his mind.
Which is another reason they have those cut-down computer processed animations you see in a lot of cartoons now. It helps to remove redundancies like people moving back and forth three to five times before taking a new action.
This animation is well beyond it' time.

Sad that animation has turned in to what it has today compared to the creativity involved in older animations.
Maybe it's because people want to find cheaper ways of doing things...not like I blame them.
Do you know how much time goes in to animation like this? Do you know how much it costs?
I'll tell you this much, claymation is almost as much time as it takes to make these animations.
Still, I wish the cartoonists these days would make animation of better quality...
