Yes, the manual does say to rotate the crankshaft counterclockwise. However as long as you adjust the valves associated with the timing marks the valve adjustment outcome will still be the same.

The specs that I gave you will work for your B16B.
And the .007 should fit and the .008 won't on the exhaust and the .006 will on the intake and .007 won't right

No, the clearance should be between .006 - .007 intake and .007 - .008 exhaust. If your feeler gauge fits outside these specs then the valve is ether to tight or to loose.

Intake .15 - .19mm(.006 - .007inch)
Exhaust .17 - .21mm(.007 - .008inch)

Valve clearance for your Prelude is: Intake .15-.19mm (.006 - .007inch) Exhaust .19-.21mm (.007-.008).
