Victoria Charter

June 1971 - the penultimate gathering of a series of meetings leading to a major constitutional reform package that was finally aborted after Premier Bourassa's rejection of the finished document.

This was Prime Minister Trudeau's first major attempt to bring about constitutional change; the momentum to do so again would not be with him for ten more years.
