This clip was originally broadcast on The Rick Mercer Report, a weekly satire show that frequently makes fun of CBC, including creating promos for fake tv shows. I'm guessing the people who saw it on that show knew it was fake, but people who saw it here on YouTube out of context thought it was an actual promo.
